Housing costs and construction in Davenport have increased only slightly from 1997 to 2004 (the last year for which complete data about new home construction is available). Pricing has generally kept pace with standard cost of living inflation, but Davenport has not seen the big explosions in housing pricing that have rocked local economies in other metropolitan areas in the United States. From 1997 to 2000, approximately 180 to 200 permits were issued each year for new residential construction inside the city limits and the average price per project ranged between $112,000 and $118,500 throughout that period. There was a more significant jump in both number and price of projects, beginning in 2001: permits have numbered in the 220 to 280 range each year and the costs per project have been in the $124,000 to $142,000 range. The moderate degree of increase in each number can be attributed to the steady population level. The 2004, the census found that 98,359 people lived inside the city limits. The census bureau estimate made in July 2004 put the number at 98,355.
